FS9 can't make use of 1024 ground textures, you're seeing the 256 mip level which is no different than default in terms of resolution. 1024 ground textures in FS9 serves no purpose, it just consumes unnecessary disk space, and if they're not mipped they won't show up at all. Further, the autogen will be a mess if doesn't match the textures, you'll have forests showing up in fields, houses in water, etc.and FSX autogen won't work in FS9 - it's a completely different format.
